My issue solved. Key on & off again did not solve my problem. My rear wheel speed sensor was broken at this time, and I was advised that the headlight courtesy function used to be involved with wheel speed sensor. So I fixed my wheel speed sensor first, and then the courtesy headlight function issue was gone together. Problem solved. However, this is not 100% sure, so just an FYI.

I confirm, exactly same situation in my case, faulty rear speed sensor was an issue.
